There are three segments of the water, sewer, and utility lines construction industry that share a common trait: project-based organizational structure. To facilitate project completion, various general contractors and subcontractors form transitory networks that sometimes last for several years. Pipelines need to carry a variety of materials for residential, commercial and industrial needs. Bringing water to the house, sewage to the treatment plant, steam in a factory or petroleum across the country, pipelines are a vital artery. Building pipelines means finding the ideal path to follow, accounting for gravity moving the media and often dealing with extreme environmental conditions. Although it looks as though the only elements to building a pipeline is digging a trench, laying in the pipe and covering it with soil, there is much more to the science and skill of building a functional pipeline.

The oil/natural gas industry uses pipelines primarily to acquire and transport natural gas. Long-distance, high-pressure "trunk lines" are the most efficient and economical method of transporting gas from areas of production to areas of consumption. Due to seasonal fluctuations in gas demand, transmission companies and large distributors maintain storage facilities near final markets and production markets. At "city-gate" facilities (located as the pipelines near consumer markets), pressure in the pipeline is reduced and an odorant is added to the gas to make leaks more noticeable. End-use pipelines distribute gas to homes and businesses. Water, Sewer and Pipeline Construction is heavily influenced by growth or decline in the construction industry, since new homes require a water supply and sewage treatment facilities. Developers and local utilities usually pay for water and sewer systems for new subdivisions.

Water, Sewer and Pipeline Construction owners and operators have experience in owning and operating their own business. They have an education level in 2 or more of the following; 2 year associates degree, 4 year construction management, Bachelor of Science in Construction Science, electrical engineer, civil and highway construction, architectural design, and accounting. They hire individuals with a high school education and college education or equivalent with more than 2 years experience working in an outdoor construction environment with CIPP or water or sewer. Their staff is full of experienced construction workers that can build, fix, and drain anything. They mostly work underground in the sewers, below buildings, and on the sides of roads; any place where major plumbing are located. When problems arise, such as a water main pipe breaks, a flood in the sewers, or replacing old pipes, these construction workers are there to finish the job.
